Special Lecture Functions of Maritime Governance and Maritime Policy: Focus of Rule-maker and Illusion of Control

 

 

 

 

A special Lecture is given to lecturers at Savannakhet University of Lao PDR with the organization of JICA Lao and Dr. Shinya Hanaoka from Tokyo Institute of Technology. This lecture focused on the transition between development levels and how the role of government changes through the development. The distinction between Hardpower and Softpower is discussed with transport policy instruments.
